On 02 July 2026, President Prabowo Subianto signed Government Regulation No. 30 of 2026 on Types and Tariffs of Non-Tax State Revenue (Penerimaan Negara Bukan Pajak / "PNBP") Applicable to the Ministry of Law ("GR 30/2026"). GR 30/2026 replaces Government Regulation No. 45 of 2024 on the same subject ("GR 45/2024").

Under Article 10 of GR 30/2026, the regulation takes effect 30 (thirty) days counted from its promulgation date of 02 July 2026 — meaning it enters into force on 31 July 2026. Article 10 provides: "Peraturan Pemerintah ini mulai berlaku setelah 30 (tiga puluh) hari terhitung sejak tanggal diundangkan" ("This Government Regulation comes into force after 30 (thirty) days counted from the date of promulgation").

The revised tariff schedule affects a range of services administered by the Ministry of Law, including several intellectual property (“IP”) filings handled by the Directorate General of Intellectual Property (“DGIP”).

Key Points

  • Trademark application and renewal fees rise for general (non-MSME) applicants. 

    The application fee per mark class increases from IDR 1,800,000 to IDR 2,800,000 (+55.6%). Renewal fees also increase: from IDR 2,550,000 to IDR 3,500,000 (+37.3%) if filed before or on the expiry date, and from IDR 4,500,000 to IDR 7,000,000 (+55.6%) if filed within the six-month grace period after expiry.

  • A new PNBP item is introduced for patent re-substantive examination. 

    Minister of Law Regulation No. 6 of 2026 on Patent Applications established a formal "re-substantive examination" procedure that did not exist under the prior regime, and GR 30/2026 sets a fee for it.

  • Patent and simple patent application fees are unchanged.
  • Copyright recordation is now free for musical works. 

    The fee for recording a copyrighted work or related right is now split into two tiers: IDR 0 for a song or musical work, and IDR 200,000 (unchanged) for all other works.

  • Industrial design application fees and trade secret filing fees remain unchanged.

Effective Date and Recommended Actions

GR 30/2026 takes effect on 31 July 2026, 30 days counted from its 02 July 2026 promulgation. Trademark applicants and rights holders — particularly general (non-MSME) applicants — should:

  • Budget for the increased application, renewal, and ancillary fees noted above.
  • Where possible, consider filing or renewing trademark applications before 31 July 2026 to lock in current (lower) rates, especially for renewals falling due close to or shortly after the effective date.
  • Note the new re-substantive examination fee when planning patent prosecution strategy and budgets.
  • Take advantage of the now-free copyright recordation for musical works where relevant.
